A Romanian listing can contain price, area and photos without proving the cadastral identity, ownership, mortgages or the lawful status of every part of a building. Create a record-based shortlist before negotiating a payment.
1. Search by locality and usable property identity
Romania’s city and resort labels can hide very different access, building quality and legal conditions. Preserve the full address, block/unit, cadastral number, floor, area basis and claim source for each candidate.
- Use ‘apartament de vânzare’, ‘casă de vânzare’, ‘teren’, sector/cartier and the exact city or commune.
- Add cadastru, carte funciară, intabulare, recepție, autorizație de construire and certificat energetic as questions to verify.
- For apartments, record association charges, planned repairs, heating system, lift/roof history, parking title and separate storage rights.
2. Compare the physical home with its technical records
Use the viewings to identify which documents must be checked, not to replace them. Floor area, balconies, parking, storage, extensions and use must align with the technical/cadastral case and the contract subject.
- Condition: Commission suitable technical inspection for structure, moisture, roof, heating, wiring, plumbing and any renovation history.
- Building: Request construction, reception and alteration evidence appropriate to the property; flag enclosed balconies, conversions and additions.
- Apartment: Review association information, shared costs, arrears, planned works, building insurance and the legal position of parking/storage.
- Total cost: Separate price, finance, tax, notary, registration, repairs, utilities and recurring building charges.

3. Use the land book by cadastral number
ANCPI administers cadastral and land-registration services. The official land-register overview explains that entries may cover technical information, ownership, acquisition title, mortgages, protective measures and litigation; obtain current property-specific evidence through the official route.
- Owner and title: Match registered owner and acquisition basis to the seller, authority to sell and every contracting party.
- Burdens: Review mortgages, easements, protective measures, litigation notes and release mechanics before a deposit.
- Description: Compare cadastral number, area, unit, land share and boundaries with the marketed home and supporting plans.
- Freshness: Use a current extract for the transaction; a broker screenshot or an older document is not a closing control.
Save the property identifier, search date, document version and any mismatch between the official material and the advertisement. A register extract is an input to property-specific professional review, not a guarantee about physical condition or every unrecorded fact.
4. Let title and funding conditions drive the deal
Set a written path for title review, lending, burdens, technical documents, payment custody and the final authenticated contract. Do not compensate for unclear records with a vague seller assurance.
- Deposit: State recipient, payment route, refund/default conditions and documents required before the next payment.
- Notarial process: Confirm current notarial, tax and registration requirements with the professional handling the specific property.
- Vacant possession: Specify occupants, furnishings, keys, meter position, defects and the condition in which possession transfers.
5. Close on authenticated, reconcilable documents
At signing, reconcile the final contract with the live title evidence, technical descriptions, payment trail and possession terms. Retain the completed registration record and every document used to support it.
- Payment: Use independently verified professional payment instructions and retain bank and completion records.
- Handover: Document keys, meters, appliances, defects, included property and outstanding works.
- Registration: Confirm the filing/result through the official process and recheck the post-closing record.
